1.  GENERAL ISSUES

 

What is REC?

 

A world-class scientific and educational center is an association of federal state educational organizations of higher education and (or) scientific organizations supported by a subject of the Russian Federation without the formation of a legal entity with organizations operating in the real sector of the economy and operating in accordance with the program of the center's activities.

How many RECs will be created?

Within the framework of the federal project "Development of integration processes in the field of science, higher education and industry" of the national project "Science and Universities", at least 15 RECs will be selected for state support by the end of 2021. In 2019 (the first stage) and 2020 (the second stage), 5 centers were created each. In 2021 (the third stage), it is planned to create at least 5 centers

2.    SUBMISSION OF APPLICATIONS FOR THE COMPETITION

 

What are the rules of the competition?

The 2021 competition is held in accordance with the Rules for Granting grants in the Form of subsidies from the federal budget for providing state support to world-class research and educational centers based on the integration of higher education organizations and scientific organizations and their cooperation with organizations operating in the real sector of the economy, approved by Decree of the Government of the Russian Federation No. 537 of April 30, 2019 (as amended by Decree of the Government of the Russian Federation No. 539 of April 3, 2021; hereinafter – the Rules).

In addition to the Rules, the requirements for registration of applications are set out in the documentation on the competition for grants in the form of subsidies from the federal budget for providing state support to world-class scientific and educational centers based on the integration of higher education organizations and scientific organizations and their cooperation with organizations operating in the real sector of the economy, approved on April 28, 2021 by the Deputy Minister of Science and Higher Education of the Russian Federation (hereinafter – the Competition Documentation).

What help can I get when preparing an application?

To help representatives of the initiators of the creation of centers, the project office of the Ministry of Education and Science of the Russian Federation on REC issues prepared and published an announcement of the competition; (b) tender documentation with templates of forms for filling out the application; (c) updated methodological recommendations for the formation of the centers ' activity programs; (d) the above documents are posted on the official website of the ministry and on the information portal of the rec. rf in the section "Competition"; (e) there is a hotline for consultations, phone numbers are indicated in the documentation about the competition and in the section "Project office" of the information portal of the rec.rf.

Who can be a member of the center?

A participant of the center is a legal entity participating in the implementation of the center's activity program.

Who is the initiator of the creation of the center?

The initiator of the creation of the center is a subject of the Russian Federation that develops together with the federal state educational organization of higher education and (or) a scientific organization the program of the center's activities and submits it to a competition for a grant.

What do the participants do within the REC?

The participants of the center ensure the implementation of the program of the center's activities, including through: a) participation in the implementation of complex scientific and technical programs and (or) projects of the full innovation cycle in cases where a participant of the center is a customer or a participant of such programs and (or) projects; b) creation and functioning of competence development centers for managers of scientific, scientific and technical projects and laboratories; c) maintaining a register of intellectual activity results created by participants of the center within the framework of the implementation of the center's activity program; d) commercialization of the obtained results of intellectual activity, production and increase in the volume of new and improved high-tech products; e) formation and use by the participants of the center of the scientific, industrial, technological and other infrastructure of the center; f) development and implementation by the participants of the center of educational programs of higher education, additional professional programs providing for the use of infrastructure and personnel potential of all participants of the center; g) implementation of academic mobility programs for research and teaching staff and students, implementation of measures to attract young researchers and teaching staff to educational and scientific organizations that are participants of the center; h) information and consulting support on certification and standardization of manufactured high-tech products; i) provision of engineering services (including accelerated design of the introduction of high-tech products); j) participation in activities aimed at supporting exports, the legal regulation of which is carried out in accordance with the Federal Law "On the basics of state Regulation of Foreign Trade activity".

Which REC management bodies are required to be created?

For the activities of the center, it is necessary to form the supervisory and managing boards of the center. Other management bodies are created at the discretion of the center.

How is the application submitted in electronic form?

The application is submitted electronically using the functionality of the personal account at the following address: http://ноц.рф (hereinafter referred to as the information portal) within the terms established by the competition for submitting an application by filling out all forms and attaching documents in electronic form.

To submit an application and the documents attached to it, you must complete the registration procedure in your personal account at: http://ноц.рф.

The initiator of the creation of the center must ensure the identity of the documents on paper and in electronic form for participation in the competition.

Is it necessary to create a project office in the REC?

The creation of a project office in the center is not mandatory.

How is the organization's participation in the REC confirmed? Are bilateral agreements or a letter of consent required?

The organization must be listed in the center's activity program as a participant of the center. In accordance with subparagraph "d" of paragraph 9 of the Rules, the consent of each participant to participate in the competition is provided, which is issued in accordance with form 3 of the Competition Documentation.

In the case of participation in the center of budgetary and autonomous institutions, the powers of the founder of which are not exercised by the Ministry of Science and Higher Education of the Russian Federation and (or) the Government of the Russian Federation, in accordance with subparagraph "e" of paragraph 9 of the Rules, the initiator of the creation of the center additionally submits the consent of the founders of the participants of the center in form 4 of the Competition Documentation.

The program of the center's activities indicates the forecast values of the center's performance indicators. Are they mandatory if the center is recognized as the winner of the center?

Yes, in accordance with paragraphs 20-21 of the Rules, in case of winning the competition, the center will annually send to the Ministry of Education and Science of the Russian Federation a report on the results of the implementation of the activity program, containing information on the achievement of the values of the center's performance indicators planned in the center's activity program.

The Ministry of Education and Science of the Russian Federation, based on the provided report on the results of the implementation of the activity program, prepares analytical information containing, among other things, an assessment of the growth rate, an assessment of the results of the center's activities, an assessment of the growth rate of the center's performance indicators (according to Appendix No. 2 of the Rules). Based on the information provided by the Ministry of Education and Science of the Russian Federation, the Council of world-class Scientific and Educational centers makes a decision on granting a grant.

If a participant of the center is registered outside the territory of the center's presence, is a letter from the highest official of the subject of the Russian Federation about support for the creation of the center required?

No, a letter from the highest official of a subject of the Russian Federation is not required if the participant of the center is registered on the territory of a subject of the Russian Federation that is not the initiator of the creation of the center (in the case of the creation of an interregional REC – outside the territories of the subjects of the Russian Federation that are the initiators of the creation of the center).

In accordance with subparagraph " a " of paragraph 9 of the Rules, letters signed by senior officials of the subjects of the Russian Federation, on the territories of which the participants of the center operate (within the framework of the activities of the REC), are required to support the creation of the center.

If a REC participant is a branch, can he be a member of the center?

A member of the center may be a branch of an educational or scientific organization, as well as a branch of an organization of the real sector of the economy, if it is a legal entity. Otherwise, the participant is the "parent" organization and the documents are submitted to it in accordance with paragraph 9 of the Rules.

Is it possible for foreign participants to participate in the REC? And if so, in what status?

Foreign legal entities may not be participants of the center in accordance with subparagraph "i" of paragraph 9 and subparagraph "d" of paragraph 10 of the Rules.

Can a commercial organization with a foreign capital share of less than 25% be a member of the REC?

Yes, it can. In accordance with subparagraph "i" of paragraph 9, as part of the application for participation in the competition, a certificate is provided that the participant of the center is not a foreign legal entity, as well as a Russian legal entity in whose authorized (pooled) capital there is a share of participation of foreign legal entities whose place of registration is a state (territory) included in the list of states and territories approved by the Ministry of Finance of the Russian Federation, providing a preferential tax regime for taxation and (or) not providing for disclosure and provision of information during financial transactions (offshore zones), in total exceeds 50 percent.

Is the application form standardized?

The application and the standard list of documents attached to the application are defined by paragraph 9 of the Rules. The requirements and standard forms of registration of documents are given in the Documentation about the competition.

Which management bodies should be created in the REC at the time of submitting the application?

In accordance with subparagraph " b " of paragraph 9 of the Rules, the program of the center's activities, not a project, and therefore approved by the Chairman of the Supervisory Board, must be submitted as part of the documentation for the competition. In this regard, at the time of submitting the application, at least the center itself and the supervisory board should be established.

Is it possible to include educational institutions that are not federal state educational institutions as a participant of the center? Can they be included as organizations of the real sector of the economy?

In accordance with paragraph 7 of paragraph 2 of the Rules, any legal entity participating in the implementation of the center's activity program can be a participant of the center.

Is it possible to submit documents for the application, issued on the official letterhead of the signatory?

It is possible, in accordance with the requirements of the Competition Documentation.

Can the consent of the founder of the participant be signed on behalf of the relevant division of the founder?

Yes, if there is a document granting this division the right to represent the founder of the participant.

Can documents be signed with an electronic digital signature?

Yes, documents can be signed with an electronic digital signature in accordance with GOST R 34.10-2012 and GOST R 7.0.97-2016

Can the application for participation be certified by the Deputy governor?

In accordance with paragraph 9 of the Rules, the application for participation in the competition is signed by the head of the initiator of the creation of the center or a person who replaces him, and is drawn up in accordance with the requirements established by the Documentation on the competition. If the application is signed by a person who replaces the head of the initiator of the center, a document confirming the authority of this person must be attached to the application.

If the application for participation in the competition is submitted from the interregional REC, then who should sign this application?

In accordance with paragraph 9 of the Rules, the application for participation in the competition is signed by the head of the initiator of the creation of the center or a person who replaces him, and is drawn up in accordance with the requirements established by the Documentation on the competition. When creating an interregional REC, it is recommended to sign the program of the center's activities with the signature of the chairman of the supervisory board of the center or all the co-chairs of the Supervisory Board of the center (if there are several of them).

The budget funds of the REC activity program are the grant funds or the funds of the regional budget?

These are the grant funds. A detailed comment on the planning of the action plan for the implementation of the center's activity program is contained in Appendix 7 of the methodological recommendations for the formation of programs for the activities of world-class scientific and educational centers dated 26.04.2021.

Before submitting an application for participation in the competition, it is necessary to hold a meeting of the Supervisory Board and approve the program of activities of the center? Is the minutes of the Supervisory Board meeting necessary?

According to subparagraph " a " of paragraph 6 of the Rules, the supervisory board of the center approves the program of activities of the center. In addition, a document confirming the approval of the center's activity program by the center's supervisory board is required.

The development of the regulations and the roadmap of the competence development center is regulated by Methodological recommendations on the formation of competence development centers for heads of scientific, scientific and technical projects and laboratories on the basis of world-class scientific and educational centers, as well as the development of activity programs ("road maps") of competence development centers for heads of scientific, scientific and technical projects and laboratories (approved by the Interdepartmental Working Group on the Formation and Development of competence development centers for heads of Scientific and technical projects and laboratories, scientific and technical projects and laboratories of the Ministry of Science and Higher Education of the Russian Federation, Protocol No. 3 of April 23, 2019).

If the center was created at the time of submitting the application for participation in the competition, then there are two options. If the organization is an independent legal entity, a participant of the REC, then the position and roadmap of the competence development center is approved by the head. If the center is created as a subordinate organization of an institution that has a license to carry out relevant educational activities , then the position and roadmap of the center for the development of competencies is approved by the head of this organization. If the center is not created, then the roadmap of the center for the development of competencies is approved by the supervisory board of the center together with the program of the center's activities.

Is it need to get consent from the founders of state-owned enterprises, federal state unitary enterprises?

The consent of the founders of the participants is required only for budgetary and autonomous institutions whose founder's powers are not exercised by the Ministry of Science and Higher Education of the Russian Federation and (or) the Government of the Russian Federation.

Should an extract from the Unified State Register of Legal Entities be certified by each enterprise participating in the REC?

It is not need to certify an extract from the Unified State Register of Legal Entities if it is formed using the service "Providing information from the Unified State Register of Legal Entities/EGRIP", posted on the official website of the Federal Tax Service of Russia on the Internet at https://egrul.nalog.ru, and signed with an enhanced qualified electronic signature.

If the consent to participate in the competition and (or) the certificate is signed by another person authorized by the head of the participant of the center, or by another official who is entrusted with accounting, is a document certifying the right to sign required?

We recommend that you attach a document certifying the right to sign as part of the documents to the application sent to the Ministry of Education and Science of the Russian Federation.

2.1. CALCULATION OF INDICATORS IN THE CENTER'S ACTIVITY PROGRAM

What is the methodology for calculating the indicators specified in Annex No. 1 to the center's activity program?

The methodology for calculating 18 indicators is given in Appendix 1"a" to the Methodological Recommendations for the formation of programs for the activities of world-class scientific and educational centers, approved on April 265, 2021 by the Deputy Minister of Science and Higher Education of the Russian Federation

Is it possible to take into account patents for utility models to calculate the indicator "The number of patents for inventions in areas determined by the priorities of scientific and technological development of the Russian Federation, registered in the Russian Federation and (or) having legal protection abroad"?

No, this indicator takes into account only patents for inventions. In accordance with Section VII, Part 4 of the Civil Code of the Russian Federation, such results of intellectual activity and means of individualization as a utility model, industrial design, trademark, computer program, database, integrated circuit topology, production secret (know-how), trade names, trademarks, etc., are not objects of patent right for an invention.

Is it possible to take into account the total number of articles on two international databases in the indicator "The number of articles in the areas determined by the priorities of scientific and technological development of the Russian Federation in scientific publications indexed in the international databases "Scopus" and (or) Web of Science (for federal state educational organizations of higher education and scientific organizations)"?

No, the indicator is calculated based on unique articles by authors affiliated with at least one of the participants of the center, only on one international citation database: Scopus or Web of Science. It is planned to calculate the indicator for participants who are federal state educational organizations of higher education and scientific organizations according to one of the databases (Web of Science or Scopus), the value of which is the highest.

In which competence development centers can the participants of the center be trained according to the indicator "The number of persons who have completed training in the competence development centers for managers of scientific, scientific and technical projects and laboratories in the interests of the development of the region"?

This indicator takes into account only persons who have completed training in the centers for the development of competencies of managers of scientific, scientific and technical projects and laboratories established at world-class scientific and educational centers, regardless of the type of educational program, the duration of training.

3. EXAMINATION OF APPLICATIONS

How will the consideration of applications take place?

In accordance with paragraphs 12-15 of the Rules, the tender commission will consider applications in 2 (two) stages. At the first stage of consideration of applications, the competition commission checks the applications and participants of the center for compliance with the requirements of the Rules and Documentation on the competition. If the application documents comply with the established requirements, the application is allowed to participate in the second stage, where the examination takes place on the basis of the application evaluation criteria. The results of both stages are recorded by protocols. The results of the examination of applications and the documents for the application are sent by the Ministry of Education and Science of the Russian Federation no later than June 1 of this year to the Council of World-class Scientific and Educational Centers, which makes a decision on determining the winners of the competition no later than August 1 of this year.

What criteria are used to evaluate the application?

The list of criteria for the examination of the application and the calculation mechanism is given in Appendix No. 1 to the Rules. The assessment is carried out according to 18 indicators included in 3 groups of criteria that characterize the following areas: 1) research, economic (innovative), personnel and infrastructure potential of the REC; 2) involvement of the subject of the Russian Federation in the implementation of the program of activities of the REC; scientific and technological potential of the subject of the Russian Federation in accordance with the Strategy of spatial Development of the Russian Federation for the period up to 2025.

4. ANNUAL REPORTING

From what period should the center report on the activity program?

 

In accordance with paragraph 20 of the Rules, the centers that won the competition, no later than April 1, starting from the year following the year of determining their winners, send annual reports to the Ministry of Education and Science of the Russian Federation on the results of the implementation of the centers ' activity programs. Thus, if the center becomes the winner of the 2021 competition, then no later than April 1, 2022, the center is obliged to provide a report on the implementation of the center's activity program for 2021.

In what form is the annual report on the implementation of the center's activity program provided?

In 2020, the report on the implementation of the center's activity program was prepared in accordance with the approved methodological recommendations for the preparation of annual reports on the results of the implementation of the centers ' activity programs, which provided standard forms for submitting the report.

5. RECEIVING A GRANT AND SIGNING AN AGREEMENT

Who can be a grant recipient?

The recipient of the grant can be a member of the center, which is a non-profit organization.

When will the center receive grant funding?

Grants are provided to grant recipients in the year following the year of their determination by the winners, based on the results of consideration by the Council of World-class Scientific and Educational centers of the results of the implementation of the centers ' activity programs.

When will the grant be distributed among the winners of the 2021 competition?

In accordance with paragraphs 20-25 of the Rules, the centers that won the competition no later than April 1, starting from the year following the year of determining their winners, send annual reports to the Ministry of Education and Science of the Russian Federation on the results of the implementation of the centers ' activity programs. The Ministry of Education and Science of the Russian Federation, until April 30 of the year following the reporting year, sends to the Council of World-class Scientific and Educational centers analytical information on the results of the review of the centers 'reports, including an assessment of the results of the centers' activities. The Council of world-class scientific and educational centers, based on the results of reviewing the analytical information received from the Ministry of Education and Science of the Russian Federation, makes one of the following decisions: on granting a grant to a participant of the center and on determining the size of the grant; on refusing to grant a grant and on holding an additional competition of centers. Decisions of the Council of World-class scientific and Educational centers are drawn up by the minutes of the Council meeting, on the basis of which, upon the submission of the Ministry of Education and Science of the Russian Federation, an act (order)is adopted The Government of the Russian Federation with a list of grant recipients and the amount of grants provided to them.

What is the amount of the grant to plan in the program of the center's activities?

In accordance with paragraph 25 of the Rules, the list of grant recipients and the amount of grants provided to them are approved annually by an act of the Government of the Russian Federation. The maximum amount of grants for a financial year per center may not exceed the value defined in paragraph 27 of the Rules.

What types of expenses can the grant be used for?

The grant is provided for financial support of the costs specified in paragraph 35 of the Rules, and includes the following areas of expenses: remuneration of employees of the participants of the center, as well as persons involved in the implementation of the center's activity program on the terms of civil law contracts; purchase of products, components, materials, equipment, software necessary for the implementation of the center's activity program; transportation and travel expenses of employees of the center's participants, as well as persons involved by them in the implementation of the center's activity program on the terms of civil law contracts; payment for patent services (patent search, patent strategies, patent protection, patent promotion, etc.); activities of the center's activity program related to the development of its infrastructure; payment of internships, including foreign ones, for employees of the center's participants, as well as persons involved by them in the implementation of the center's activity program on the terms of civil law contracts, and their development of additional professional programs; development and implementation of educational programs of higher education, additional professional programs not previously implemented by the center's participants, implementation of measures for academic mobility of students and research and teaching staff, attracting young researchers and teaching staff to the center; ensuring the activities of the competence development center for managers of scientific, scientific and technical projects and laboratories.

6. MAKING CHANGES TO THE REC ACTIVITY PROGRAM AND THE COMPOSITION OF PARTICIPANTS

After creating a REC and receiving support, is it possible to expand the membership of the center later? If so, how should this be included in the program?

In accordance with subparagraph "a" of paragraph 6, paragraphs 20 and 23 of the Rules, changes to the program and the composition of participants can be made. Changes to the program, as well as to the composition of the center's participants, must be confirmed by the minutes of the meeting of the Supervisory Board of the REC, then sent to the Council of World-class Scientific and Educational Centers for consideration and approval (rejection) of changes.
