Arctic co-working in educational technologies of Russian RECs

The formation of scientific and human potential in the interests of regional industry and economy is one of the goals of scientific and educational centers. Participants of the sixth section of the forum "Development of the Russian Arctic in the programs of world-class scientific and educational centers", which will be held in Pomorie from November 15 to 17, will discuss the best practices of the REC competence development centers.

The section opens with a report by Alexander Pilyasov, Professor of the Department of Socio-Economic Geography of Foreign Countries at Lomonosov Moscow State University with the key topic "Arctic Competencies: what is it and how to vaccinate them?".

According to the speaker, in Russia it is necessary to develop and adopt special norms and rules of the Arctic educational policy, which recognize it possible and desirable to train a specialist in several specialties simultaneously, with complex competencies for the polar and circumpolar regions of the country.

- The "Arctic portfolio of competencies" should provide professional skills, survival techniques in extreme natural conditions, skills of industrial mutual assistance and mutual assistance in sparsely populated areas in the form of combining professions and much more, - Alexander Pilyasov believes. - This historically existing phenomenon of high—latitude areas is not sufficiently taken into account in the actual practice of the educational policy of Russian universities, colleges and colleges - both located in the Arctic and in long-developed areas of the country.

Norms and rules facilitating Arctic co-operation should be adopted by large Arctic corporations, regional associations of small and medium-sized businesses, municipal and regional authorities of the Arctic territories. The existing practices of combining in the Arctic regions should be summarized in a special manual of the Ministry of Labor of Russia for employees and employers.

According to the MSU professor, the key feature of the Arctic economy in terms of required knowledge and skills is their interdisciplinary, complex nature.

Other participants of the section will present the practical experience already gained in the implementation of educational projects in the competence development centers of Russian world-class RECs.
