Biometrics, law and "Future Engineering"

The inter-industry forum "Biometrics and Law"was held in Samara. Leading lawyers, IT specialists, businessmen, law enforcement officers, scientists, and students gathered here – an explosive mix of technical and humanitarian minds.

Biometrics is a hot topic. A survey was conducted before the forum. It turned out that 64% of Russians are not ready to provide their biometric data to anyone, even for their own security purposes. Naturally, for lawyers, this issue is the widest field for study.

But not only for them. Especially during the pandemic, when contactless technologies became necessary, biometrics became particularly relevant. A person's face, fingers, and voice become an instant pass, ticket, and personal stamp. These are high technologies. And where there are high technologies – there is a world-class scientific and educational center "Engineering of the Future".

Olga Mikheeva, Adviser to the Governor of the Samara Region, General Director of the management company of the world-class scientific and educational center "Engineering of the Future" and winner of the "Lawyer of the Year – 2020" award, made several key theses at the forum:

First. The basis of biometrics is artificial intelligence. AI affects many areas of scientific activity, and all of them are in the competence of "Engineering of the Future":

* advanced industrial engineering (engine building, including hydrogen technologies, as well as green chemicals and materials)

* engineering of intelligent management systems (production and transport systems, project management, smart agriculture)

* next-generation biotechnical systems engineering in medicine

* engineering of biotechnical systems in the social sphere.

All these systems are presented in the "Future Engineering" activity program and are aimed at the development and application of AI. And artificial intelligence, in turn, creates intelligent decision-making systems for managing advanced engineering products.

Second. And this applies to the invaluable role of law for any public sphere. Today, science is impossible without competent legal support. Broad prospects for cooperation with the legal community of the Samara region led to the idea of creating a committee on the issues of the scientific and educational center "Engineering of the Future"on the basis of the Samara Region Bar Association.

We are currently working with Roscosmos to create a Commercial Space Center and a Center for experiments in space. Space law and space development for private purposes are relatively new, dynamically developing, complex and highly competitive areas. And it is impossible to manage them without the help of highly professional lawyers.

There are other difficulties. How can I legally formalize project groups? How to show talented children from a youth research and education center that their ideas are protected by law? How to connect everything, not infringe on anyone, create favorable conditions, and take into account all rights and obligations?

The joint solution of these and many other issues will not only be of great practical importance for the development of "Future Engineering", but also of great interest to lawyers specializing in various branches of law.

Olga Mikheeva noted that lawyers today are the engines of ideas in any area of the economy. And our joint cooperation will be productive, mutually beneficial and very, very successful.

During the Forum, key agreements were reached on further cooperation with the Bar Association.

In particular, the proposal to create a committee at the Bar Association was supported, which will become a legal platform for solving all legal problems within the framework of the "Engineering of the Future"project.

In addition, the management company "Engineering of the Future" is currently preparing an appeal to the Samara Region Bar Association with a request to involve colleagues from the branches of the Association of Regional Lawyers who co – initiated the creation of the Center (Ulyanovsk, Penza, Tambov regions and the Republic of Mordovia) in the work of the committee.

This format will make Samara a unique platform for interregional legal collaboration in order to find the most productive solutions to legal issues related to the development of the scientific sphere.

In the near future, we plan to sign a cooperation agreement and engage in exciting joint work between Engineering of the Future and the legal community.
