NOVOSIBIRSK, November 1. / TASS /. The concept of a world-class scientific and educational center (REC), which the Novosibirsk region claims to create, will be developed by the end of the year, the head of the ministry Alexei Vasilyev said on Friday to colleagues of the region's Ministry of Science and Innovation.

During the September Tekhnoprom forum, the Governor of the Novosibirsk Region, Andrei Travnikov, announced that the Novosibirsk Region claims to establish a general research center and a specialized center for new medical technologies. Travnikov noted that RECs should be created on the basis of existing scientific centers, such as the Novosibirsk Academgorodok.

"Now we are actively working on the formation of the concept of scientific and educational centers, and by the end of the year we must come up with a formed concept that we will present," Vasiliev said.

According to him, currently two working groups under the Ministry of Science and Innovation of the region are working on the directions of the future REC. One of the main goals of the REC will be to remove barriers between innovative business, science and the real sector of the economy. Deputy Chairman of the SB RAS Sergei Golovin emphasized that this goal can be effectively fulfilled in the case of joint development of programs for the development of scientific organizations and large companies cooperating with them.

"The combination of our own programs and development strategies for representatives of scientific, educational organizations and business is one of the foundations of the methodology by which we form the REC development program," Vasiliev emphasized.

Creation of a network of 15 world-class RECs, designed to unite universities, research institutes and production, is one of the tasks of the national project "Science". According to its goals, in 2024 Russia should enter the top five countries in research and development in areas that determine the priorities of scientific and technological development. For this, attractive conditions must be created for scientists to work in the Russian Federation.
