The role of the REC in the subject of the scientific personnel potential of the country

On May 13, 2021, parliamentary hearings of the Federation Council Committee on Science, Education and Culture were held on the topic: "The scientific human resource potential of the country: the state, development trends and growth tools"

The meeting was chaired by the head of the Federation Council Valentina Matvienko. The hearings were attended by:

- Governor of the Yamalo-Nenets Autonomous Okrug Dmitry Artyukhov

- Governor of the Novosibirsk Region Andrey Travnikov.

Ekaterina Zhuravleva, Deputy Head of the Administration of the Governor of the Belgorod Region, took part in the meeting as a representative of the Belgorod REC. Opening the meeting, the Chairman of the SF indicated that scientific and technological breakthroughs are needed, first of all, in those areas where vast experience has been accumulated, there is a solid baggage of research, highly qualified specialists.

"There are specific areas where we can and should fight for leadership. These are, in particular, biological safety, pharmaceuticals, energy, including nuclear, agriculture, ecology and much more, that is, those areas that directly relate to the quality of life of our citizens," she said Valentina Matvienko.

In her opinion, the main issue on today's agenda is the state and prospects of the country's scientific personnel potential.

Within the framework of the hearings, the issue of international cooperation of the Russian Federation in the field of science with foreign countries and the influx of foreign scientists to our country was raised, as well as to ensure that Russian scientists, including Russian scientists, do not seek to go to work abroad, to ensure the influx of the best specialists from around the world and the return of scientists who left to work abroad. Achieving this goal will be possible, including by providing an unobstructed green corridor for scientists.

Among other issues, the meeting discussed the current version of the law on public procurement and the preparation of proposals for its adjustment, which would not prevent scientists from changing the terms of the contract without penalties.

When considering the issue of interaction between scientific organizations, educational organizations of higher education and organizations of the real sector of the economy - potential employers, they talked about the activities of world-class scientific and educational centers on the territory of the Russian Federation. One of the important points emphasized by the Minister of Science and Higher Education of the Russian Federation Valery Falkov was the planning of the opening of about 100 youth laboratories in the REC.

Continuing the theme of the work of scientific and educational centers, the President of the Russian Academy of Sciences Alexander Sergeev noted that it is necessary to attract investments in critical areas of scientific and technological progress today: "Our strategic task is to make sure that the development of science and technology becomes the cause, not the consequence of the prosperous development of the country." In this regard, he also stressed the positive cooperation with the Belgorod region.
