Sergey Tsivilev: the Clean Coal — Green KuZbass program has been launched in the region

The expanded meeting of the Scientific and Technical Council under the Governor of Kuzbass was attended by representatives of the Ministry of Energy, the Ministry of Science and Higher Education of the Russian Federation, universities, research institutes, heads of business companies.

"Clean Coal — Green KuZbass" is the first comprehensive scientific and technical program in Russia, which has received support at the federal level. This is a full innovation cycle program, that is, it includes the interaction of the scientific community, developers and customers. It is necessary that the developments correspond exactly to the needs of industrialists, so that they can develop production, including import—substituting, and, as a result, the economy of the region and the country. This is more relevant than ever now, so we need to think about speeding up the deadlines for the implementation of projects, where possible without compromising quality. The region's economy is resistant to external challenges largely due to the coal sector, but it is in our power to develop it and reduce its impact on the environment, there is a budget for this," Governor Sergey Tsivilev stressed.

The program "Clean Coal — green KuZbass" includes 15 major scientific and technical projects that solve complex problems of safe mining and processing of coal, the creation of digital solutions and technologies for the coal industry, the environment and the health of residents. The co—executors of the CSTP are the Ministry of Science and Higher Education of the Russian Federation and the government of the region.

"Clean coal — green KuZbass" is a new strategy for the development of the region's industry, its future. Experts, participants and industrial partners of the KuZbass REC have done a tremendous job of collecting, consolidating information, coordinating activities within the framework of the scientific and technical program," said Irina Ganieva, Minister of Science and Higher Education of the region.

The program will be conducted by 16 universities and research institutes of Russia, including 5 Kuzbass universities: Kemerovo State University, T.F. Gorbachev Kuzbass State Technical University, Siberian State Industrial University, Research Institute of Complex Problems of Cardiovascular Diseases, Federal Research Center of Coal and Coal Chemistry SB RAS.

Industrial partners and customers are 12 giant enterprises of the coal and coal refining industry and innovative companies, including Kuzbassrazrezugol and KAMAZ.

The financing of the CSTP is almost 3.6 billion rubles, including 1.56 billion rubles will be allocated from the federal budget, 94 million rubles from the regional budget, 1.94 billion rubles from private investments of the program's customers, including the largest coal companies of Kuzbass.

The implementation of the program is designed for five years — from 2022 to 2026. In the first three years, scientific research and experiments will be conducted, one year is needed for pilot projects, at the final stage, industrial implementation of the developed technologies and their replication are planned.

At the enterprises of the real sector of the economy — the coal mining industry — it is planned to introduce 34 innovative developments that will help achieve a high level of import substitution of products and technologies in the mining industry.
