Conditions and possibilities of carbon regulation discussed in Khanty-Mansiysk

A round table "Carbon regulation: Conditions, opportunities, Infrastructure" was held in Khanty-Mansiysk as part of the Yugra Industrial Investment Forum.

The round table participants were:

• Pomogaev Vitaly Mikhailovich, Ph.D., Vice-Rector for Economics and Informatization, Omsk State Agrarian University;

• Yulia Yuryevna Petrova, Director of the Institute of Natural and Technical Sciences, Surgut State University;

• Elena Mikhailovna Sergeeva, Head of the Air Protection Department of Salym Petroleum Development NV;

• Pimenov Mikhail Andreevich, Head of the Environmental Safety Department of the Zima project office of Gazpromneft-Khantos LLC;

• Zinkin Dmitry Alexandrovich, project manager for decarbonization of Gazpromneft-Technological Partnerships LLC;

• Muratov Ruslan Muratovich, Ph.D., national expert on the Greenhouse Gas Emissions Trading System, hired appraiser for the accreditation of bodies for verification and validation of greenhouse gas emissions of the National Accreditation Center (Republic of Kazakhstan).

As part of the round table, the participants discussed the regulatory requirements for carbon regulation, the possibility of implementing climate projects and reducing the carbon footprint of organizations, the experience of oil companies in the field of carbon regulation and reducing greenhouse gas emissions, as well as the experience of carbon regulation and the emissions trading system in the Republic of Kazakhstan.

“Today, the climate agenda related to the carbon regulation of economic sectors is the most pressing topic in the world community. At the Presidium of the Council for Science and Education under the President of the Russian Federation on September 28, 3 main strategic directions in the field of environmental development and climate change were identified, which are primarily related to monitoring and forecasting the state of the environment and climate. The regions are actively involved in the federal agenda, a high-quality dialogue between the industrial and scientific communities has taken place, they are introducing and implementing programs to adapt and mitigate climate change, and Yugra does not stand aside. The international field station "Mukhrino" has been operating on the basis of YuSU for many years, research in these topical areas is being carried out by our research team, and we have something to share! " - noted the rector Roman Kuchin.

Andrey Stetsenko spoke about the possibilities of offsetting the carbon footprint of companies through forest projects and blockchain for carbon markets. At the same time, he noted that the benefits for domestic business could be: increased competitiveness, conquest of new sales markets, increased business capitalization and investment attraction, and the fight against divestiture.

Representatives of oil and gas companies shared their experience in the implementation of carbon regulation and the results of joint research projects with Yugorsk State University in the field of assessing the absorptive capacity of natural and disturbed ecosystems and their experience in implementing the best available technologies for capturing greenhouse gases. They also pointed out the need to create a testing ground for testing technologies in the field of capturing, using and storing greenhouse gases (Carbon Capture, Utilization and Storage, hereinafter referred to as CCUS) and forming a pool of the best technologies at all stages of CCUS.

Ruslan Muratov, national expert on the Greenhouse Gas Emissions Trading System, hired evaluator for the accreditation of bodies for verification and validation of greenhouse gas emissions in the National Accreditation Center LLP, shared his experience of implementing carbon regulation and emissions trading systems in the Republic of Kazakhstan. The participants noted the relevance and timeliness of the issues discussed, exchanged views and outlined vectors for further cooperation.
